Once again it shows lights on the ground being hidden and then reappearing behind a part of the ISS structure.

The current live stream shows that a large panel is obscuring quite a large portion of the camera view in the upper right:

The point where the lights reappear exactly coincides with the edge of this panel when you overlay the frames:

Some confusion is added by the stationary speckles caused by faulty sensor pixels, which could be mistaken for stars. But clearly they are not, as they are do not move at all as the ISS orbits Earth, and are also visible in the area blocked by the panel.
