Rome is a city built on reuse. From antiquity through the Middle Ages, most materials were too valuable to discard. Brick, marble, metal, and glass moved continuously from one use to another. Only materials that could not be recycled accumulated as true waste. The clearest example is Monte Testaccio, a large artificial mound made almost entirely of broken amphorae used to transport olive oil. Once saturated with residue, these containers were difficult to reuse. They were deliberately broken, stacked, and treated with lime. The result is not a random dump, but an organized system of disposal tied to large-scale trade. From late antiquity into the Middle Ages, the system changes but the logic remains. At the same time, new deposits form. In areas such as the Monti district, layers of medieval dumping accumulate over earlier structures. These deposits include mixed refuse and building debris. They are less controlled than Monte Testaccio, but still selective. Over time, these layers raise the level of the city, covering ancient streets and preserving earlier phases below.
